Can I open a bank account in United States and not have US citizenship? How?

Is there a way or a US-based bank that allows non-US residents to open a savings bank account? Is hsbc.com the only way to go?
If it helps, I’m a Cypriot and European-Union citizen.

If you are in the U.S. (i.e. have a physical address) you should be able to open an account. Being here legally helps. You will need to fill out a W-9 tax form and provide two forms of ID.
Online HSBC will open an account for you, as will ING Direct, Everbank and others. In person, Chase, Citi or BoA have opened savings accounts for non-citizens. I am not sure what Cyprus’ political standing with the U.S. is, there may or may not be more scrutiny.
