Robert Shuman proposed that France and Germany and any other country wishing to join them pooled their coal and steel resources. In 1951 the Treaty of paris was signed by the Six, France, Germany, Italy, Belgium, Low Countries and Luxemburg, and the first European Communty was estabilished. It was evident thateconomic integration was the only practical way toward a political union that would be achieved after a long time.
Economic cooperation was clearly imperative. Robert Shuman proposed that France, Germany and others wishing to join the European economic community, pool their resources (1951).
