European Union States Members

Why doesn’t the European Union quickly try to make many of the Eastern European states members?
Couldn’t they increase the size of the EU greatly by doing this? So, why don’t they capitalize on the fear that the Eastern European countries are showing towards a new, powerful, Russia?
They are doing it one country at a time.
