I’m not quite sure what you are after here but will have a go.
The premise is that scholars and policy makers can no longer be pessimistic or ambivalent. Therefore they are being enforced to be optimistic regardless of their personal view/belief.
This, in my view, is both dishonest and hypocritical. One cannot promote the potential/believed benefits of something by coercing individuals to ignore their true feelings on the matter.
Opinion must be allowed freedom, to deny this is fascism.
Were the premise to actually exist, it is indicative to the fact that the EU is built on dishonesty and hypocrisy and should therefore be seriously investigated.
An organisation cannot claim to be democratic and then dictate opinion.
