European Union Policies

A question about the EU (European Union)?
I assume that states join the EU because it formed some kind of interstate treaty and every nation has to obey policies or regulations. So, if one doesn’t obey can the EU as a constitution compel/charge the country because of its failure? I need to know if the EU can actually interfere with a specific country’s management, or even if it can act instead of that country in the judgement of some matter, like, say, child abuse which the country didn’t take care of.
Yes, the EU member states do surrender some of their sovereignty in certain areas.
Mostly, these are economic. The EU sets tariff and trade policies, and before the Eurozone, member states were also compelled to keep their floating exchange rates within certain threshholds. Other states (including the USA) make the same sacrifice to join the WTO (the World Trade Organization), but the EU’s mandate is broader and deeper.
The EU’s highest court, the European Court of Human Rights, may also render binding decisions on laws or policies of member states.
This loss of local control is one reason that the EU is attempting to move toward a constitution, as well as a greater role for the democratically elected portion of the EU bureaucracy/government: the European Parliament. This will allow a greater voice for the people, somewhat offsetting the loss of sovereignty and democratic decision-making that is inherent to the EU structure.
