European Union Newspaper

Tell me about the way to write a sentence beginning with a number.?
I am an ESL student.
I have been taught “avoid beginning a sentence with a number that is not written out”.
But recently I found the following sentence in a dictionary:
6 out of 10 EU citizens were of the opinion that the European Union should have a single currency.
Is it allowed or not?
If it is allowed, in what kind of field or case can you begin a sentence with a number that is not written out?
Allowed in a personal email, newspaper, or …? Not allowed in an academic field or …? Allowed in the case of year, time of day or …? I don’t know.
I am a native English user, and I avoid beginning a sentence with a number that is not written out. I don’t know if there is any case in which it’s allowed, but apparently the dictionary authors thought it was correct. There are so many exceptions in English, but there’s no rule that says you can’t simply choose to do it the way you were taught (which I think is preferable). I’m sure millions of people do begin sentences with numerals, though, especially in personal emails and chats. But then, you write English better than millions of native English speakers.
