European Union Have Taken

I am an European Union citizen and I want to know if I can work as an UK customs broker in England.?
Are there any good websites with information on this subject?
In the US, one has to study for an exam and it can be studied through distance learning or purchasing some books. I want to know if there is something similar in the UK. I mean a place where I can buy all the study material and study everything at home before taking the exam. How do I become a customs broker in the UK? What is the process? How difficult is the exam?
