Would the situation have gotten so out of hand f Israel and the United States had tried to work with Hamas?
if the European Union had tried to
work with the democratically elected Hamas government from the outset?

The US worked with Fatah and Arafat. The US works with all sorts of “bad apples” including Israel (founded on terrorism) who is ethnically cleansing the Palestinians and stealing thier land as we sit here.
