Advantages Of European Union Membership

I believe the world could initiate a world confederation of states along acceptable lines?
Founding states such as Usa/Canada/Australia could agree on a governing constitution along lines that protected their values and identity, and then offer membership to states who were willing to subscribe to that constitution. Using the example of the European Union it seems to me states would be willing to join if it was in their self interest (ie trade, or financial assistance to reach set standards). If a country didnt want to join then dont, but over time as the confederation grew it would be more and more in a countries economic self interest to join.
With proper constitutional protections against abuse the advantages of a federation of separate states (like Europe or the USA) would coordinate the world in solving problems such as poverty, global warming, and war, and would give us a unified footing in our species expansion into space. People fear a loss of soveriegnty but is Utah less Utah for being part of the United States, or France less France for being part of the EU.
In the history of the United States, Arizona and California nearly went to war over water rights on the Colorado river. Texas has threatened to withdraw from the union an a number of occasions. Colorado has also threatened to withdraw. We have had a Civil War, Assassinated presidents, Corrupt government, voter fraud, and the list could go on indefinitely.
Einstein noted that if the people are Moral, then no form of government is necessary. If they are not, then no form of government could be sufficient.
Can you imagine totalitarian government corruption on a global scale?
